The debate over open access to federally funded research rages on. The Obama administration's Office of Science and Technology Policy will soon submit a report to Congress on how to deal with the contentious issues of how government-financed scientific research should be disseminated in the digital age.

Code of Best Practices in Fair Use for Academic and Research Libraries

The Association of Research Libraries (ARL) recently released the Code of Best Practices in Fair Use for Academic and Research Libraries, a practical guide designed to assist librarians in dealing with the often difficult and confusing copyright issues they face every day. This code of best practices addresses issues such as:

  • Supporting teaching and learning with access to library materials via digital technologies
  • Creating digital collections of archival and special collections materials
  • Maintaining the integrity of works deposited in institutional repositories
  • Digitizing to preserve at-risk items

UC Librarians met with Brandon Butler (ARL) and Peter Jaszi (American University, Center for Social Media) on both the UCLA and UC Berkeley campuses earlier this month to discuss the development of the code, specific applications of the code, and implementation of the code going forward. The UCLA meetings were recorded and are now available on YouTube.

Open Access Publishing in SpringerPlus

SpringerPlus, a new Open Access journal is accepting submissions from all disciplines of Science. Articles are published under a Creative Commons Attribution License for easy compliance with open access mandates. Here are some great reasons to consider publishing in SpringerPlus:

·      Easy Submission – no restrictions on the number of words or figures; no extensive formatting; multiple file formats accepted as supplementary data

·      Rigorous Peer Review – reviewers focus on data; manuscripts are selected based on scientific soundness, not on novelty or ability to attract citations

Data Management Workshop

As part of the Graduate Student Service Lyceum Series, the library will host a workshop later this week.

Data management for scientists: how to reduce your workload, reuse your ideas, recycle your data

It is rare that scientists are formally taught about good data management practices. Instead we develop our own systems for filing documents, arranging data sheets, handling versions, and documenting analyses that are often unique and unintelligible to others. In this presentation, Dr. Carly Strasser from the California Digital Library (CDL) will cover best practices for data management, which will facilitate data sharing, reuse, and archiving in the future.

Springer Open Access Pilot Ends

The UC-Springer Open Access Pilot has ended effective March 1st, 2011. During the two-year pilot negotiated between the California Digital Library (CDL) and Springer, UC-authored articles accepted for publication in 2009 and 2010 in most of the 2,000+ Springer journals were published as open access under Springer’s Open Choice program. Unfortunately, Springer has decided to discontinue this arrangement. Articles published as part of this pilot remain fully accessible through CDL’s eScholarship publishing platform as well as on the Springerlink platform. An assessment of the pilot will be conducted this spring.

UC authors wishing to make their Springer articles open access can choose to pay Springer’s standard article publication fee or submit their work to one of Springer’s new open access journals published under the SpringerOpen imprint, which offer discounted fees. Authors may also wish to consider other open access venues for disseminating their work.

Take the UC Academic E-book survey!

UC Merced Faculty, Staff and Students,

Your participation in the UC Libraries Academic E-book survey is needed. Visit the short survey and let us know about your experiences with e-books in general and the Springer E-book pilot. The survey will be available from Monday, October 11, 2010 through Monday, October 25, 2010. Survey results will be used to make decisions about future Springer E-book purchases as well as decisions about systemwide licensing of other large publisher e-book packages.

Respondents who choose to provide their name and email address will be entered into a drawing for one of (5) $50 gift certificates to the UC bookstore of their choice. Winners of the drawing will be notified before November 5, 2010.

eScholarship and Open Access

Academic libraries all over the world are celebrating "Open Access" this week, promoting unfettered access to academic research and publications throughout the world. UC Merced recently joined the Open Access movement along with other UC campuses by participating in a ground-breaking agreement that enables UC-authored articles accepted for publication in most of the 2000+ Springer journals to be published through Springer Open Choice , allowing full and immediate access to all readers. These articles will also be fully accessible through UC’s eScholarship publishing platform. UC authors pay no additional publication fees to support this open access model. In celebration of Open Access Week UC eScholarship launched a new user-friendly website today. To see the new site, go to http://www.escholarship.org.

 

UC/Springer Open Access Journal Publishing Pilot

UC Merced faculty will be interested in the UC/Springer Open Access Journal Publishing Pilot announced in January 2009. This ground-breaking arrangement with Springer provides faculty with the opportunity to publish in selected Springer journals covered by the pilot. Final versions of the articles published during the two-year pilot will be available in the eScholarship Repository beginning in Fall 2009. For more information, faculty should visit the Reshaping Scholarly Communication site at http://osc.universityofcalifornia.edu/alternatives/springer_faq.html. This site includes an FAQ, a link to the Springer journals covered by the pilot, as well as a short list of titles excluded from the program.
